Program Manager

DAILY DUTIES / RESPONSIBILITIES:
1. Identifies resources required for extensive Linux and Windows designs and deployments including upgrades, expansions, and enhancements, in both physical and virtual environments. Configures and installs software to meet requirements and conform to technical design standards. Support FileMaker Pro databases on RedHat Linux Servers. Migrate Moodle instances from an on-premises installation to a SaaS Moodle instance.
2. Migrate other Linux servers and services from Ubuntu to RedHat Linux in a VMWare environment.
3. Coordinates firewall, end point protection, and other security appliances/software to protect network resources. Assists in the management of File Shares. Complies and administers Active Directory domains, sites, group policy objects, organizational units, groups, computers, and user objects. Administers SQL servers including maintenance jobs and backups as well as write queries and commands.
4. Provides support for any custom applications in use by the department and recommends steps to mitigate vulnerabilities up to and including new application development or conversion to newer coding and solutions.
5. Fully document how each server/service operates. Transfer that knowledge to full time College of Social IT Specialist staff.
6. Provide high level information systems monitoring, for the servers and services.
7. Other duties as assigned.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
-Demonstrated knowledge/skills of the IT industry which includes multi-tiered application architectures (Including Moodle, FileMaker Pro) and other enterprise applications.
-Working knowledge of how deploy servers in a VMWare environment.
-Strong hands-on working experience with required technologies and advanced problem-solving skills.
-Extensive knowledge of viruses and other sources of system vulnerability to proactively develop protections, particularly when deploying system-wide changes that can open new vulnerabilities.
-Has operational knowledge of the following systems and/or coding protocols: AngularJs, PHP, MySQL, LDAP.

Security Analyst

DAILY DUTIES / RESPONSIBILITIES:
This security analyst position is responsible for assisting with preparation for an IRS Safeguards Review by coordinating and assisting with the Agency’s technical and administrative compliance to IRS Publication 1075.
Primary Responsibilities
• Review the Agency’s implementation of CAPs and provide expert advice on the effectiveness of CAP implementations and Safeguard Review readiness of evidence and artifacts.
• Review the Agency’s SSR, SSPs and SSAs for compliance with Pub 1075 and provide expert advice and assistance towards Safeguard Review readiness of security control implementation, evidence, and artifacts.
• Identify relevant IRS SCSEMs, evaluate the Agency’s compliance with relevant SCSEMs, and provide technical advice and assistance remediating non-compliance.
• Coordinate Safeguard Review preparation, by planning, coordinating, reporting, and communicating using the Agency’s project management methods.
• Coordinate and assist with follow-up to the Safeguard Review, including development of CAPS to resolve findings.
Other Responsibilities include:
• Provide expert opinion for proposed technical solutions for agency applications and IT infrastructure activities regarding requirements from IRS Pub 1075.
• Research potential technical solutions for bringing agency applications and infrastructure into Pub 1075 compliance.

System Software Programmer

The Department seeks a highly motivated individual who has the skills and experience of designing, developing and supporting enterprise scale web applications on the Microsoft .NET platform for the integrated Child Support Enforcement and Family Court Case Management applications under the South Carolina Department of Social Services.

Candidate should be an experienced developer in visual interfaces, application logic, database design and web services construction on the Microsoft Windows platform. In addition, they should be familiar with the most effective and efficient product development using Microsoft Visual Studio 2019, C#, ASP.NET, ASP.NET MVC 3 or higher, jQuery, Angular, .NET, MS SQL Server 2016/2019 Enterprise Server (including SQL Server Reporting Services) and TFS (Team Foundation Server). This includes code development, database/script development, unit testing, source code management, build management, integration testing, and deployment.

Take initiative in performance, working independently and with groups to effectively accomplish project objectives and engage in the following:
• Interact with other software engineers and technical leaders to understand subsystem and component specifications and recommend changes to facilitate efficient and effective development.
• Review design and code of existing systems to determine potential issues and provide suitable recommendations to improve code quality.
• Design and document subsystems and system components consisting of (in OO terms) several objects working together to execute an encapsulated function of the larger system.
• Implement and debug subsystems and components.
• Write and execute tests for subsystems and components.
• Participate in integrated test sessions of components and subsystems on test and production servers
• Determine and communicate the implications of system-level decisions on subsystems and components and help determine how best to mitigate or take advantage of these implications.
